TOWN OF MILTON
TOWN BOARD MEETING
October 21, 2009
Chairperson Platteter called the meeting to order at the Milton Town Hall at 7:30 p.m. with all board members present. Also present were 6 community members.
Informal Public Comment: None.
Bills: Bills were presented. Motion to pay remaining bills by Supervisor Bagniewski, Jr.; seconded by Supervisor Dienger (motion passed).
Approval of Minutes: Clerk Engel had posted on the website in advance the minutes from the September 16, 2009 monthly meeting prior to the meeting. Supervisor Dienger moved to approve the minutes with the correction that Supervisor Bagniewski seconded the Fire Protection Ordinance motion (not Supervisor Dienger). Supervisor Bagniewski seconded the motion to approve the minutes as amended (motion passed).
Other Business:
• Mississippi Thunder Follow-Up: Eugene Bagniewski, Jr. spoke to Robert Timm about the racetrack complaints and Mr. Timm stated that he was aware of issues and was taking remedial actions. Mr. Timm will be invited to come to a Board Meeting in the Spring to discuss the 2010 race season.
• Town Hall/Furnace Issues: Rusty Gibbons removed the chimney and reinforced the floor. Some of the joints under the chimney were pretty rotten, but the remainder of the floor seems fairly solid. The furnace is installed but not yet hooked up to the fuel. There are other issues that need to be addressed including repair of the fascia, Chairperson Platteter will take care of.. Rusty Gibbons did not feel that more concrete needed to be poured at the entrance and suggested we install the threshold ramp (received from the State as a grant item) to see if that solves the problem.
• Review of Ordinances 5, 6 & 8: The Board saw no reason to change any of these Ordinances. At the next meeting, Ordinance #9 will be reviewed.
• Local Road Miles Certification: Chairperson Platteter felt that we may not be getting paid for some of the mileage on Waumandee Creek Road. After discussion, the Board determined that we were probably getting paid for the mileage but that the reports needed to be updated.
• Complete Census Court Update: Supervisor Dienger and Chairperson Platteter went to the County Unit Meeting on Monday night and the message on the census was to encourage residents to complete the census because that is what is used to determine governmental aid and legislative representation. Anyone interested in applying for a job with the Census should contact www.2010censusjobs.gov or call 1-866-861-2010; salary range is between $10-14.
• Uniform Dwelling Code Inspection Provider Update: The Uniform Dwelling Code was discussed on Monday at the County Unit Meeting. The selection of Cedar Corp as the building inspector was not opposed by any townships. This enables the County to move forward with a resolution, after which the Town has to adopt a resolution. If we do not adopt the resolution, we will get a state appointed representative from Prairie Du Chien.
• Roads:
o Lover’s Lane: Chairperson Platteter brought a copy of the resolution to pass regarding Lover’s Lane. Once this is passed, we have to select a date more than 30 days from today for a public hearing. At the hearing, anyone is allowed to come and speak. Attorney Chambers will take care of the publication and other notice requirements. Supervisor Bagniewski moved to adopt the Resolution for the Discontinuance of the Town Highway Known as “Lovers Lane” and Supervisor Dienger seconded the motion (resolution passed). A public hearing on the matter will be held prior to the December board meeting.
o TRIP Application: The application for the TRIP funds is due by November 2, 2009. Allied and Mathy will be asked for bids for the Waumandee Creek Road Project. Chairperson Platteter and Clerk Engel will work on the application.
o Road Projects for 2010: None other than Waumandee Creek Road and usual maintenance.
o Change of Name of a Portion of Badger Road: The County does not want the road named Hickory because that is duplicative of another road in the County. Supervisor Dienger made a motion to name the road “Red Cedar Lane”, Supervisor Bagniewski seconded the motion.
Adjournment: Motion to adjourn by Supervisor Bagniewski and seconded by Supervisor Dienger. (motion passed).
