TOWN OF MILTON
TOWN BOARD MEETING
October 15, 2008
Chairperson Haeuser called the meeting to order at the Milton Town Hall at 7:30 p.m. with all board members present. Also present were six community members.
Bills: Bills were presented. We received a bill from Buffalo County for all the work except the blacktop (which they donated)—in other words, despite what that had earlier agreed to do, they charged labor and truck hours. Chairperson Haeuser contacted the Highway Department and Dave Ernst, and apparently Del Twidt was also brought into it—the end result of this was that Buffalo County is no longer seeking payment for this bill. Motion to pay remaining bills by Supervisor Bagniewski and a second by Supervisor Platteter. (motion passed).
Approval of Minutes: Clerk Engel had distributed the minutes from the September 17, 2008 monthly meeting prior to the meeting. Supervisor Platteter moved to approve the minutes and Supervisor Bagniewski seconded the motion (motion passed).
Roadwork:
• Expansion of Ernst Subdivision: Rich Ernst explained that he was required to apply for a subdivision due to selling more than 4 lots under 1.5 acres during a five year period. He thought that the five years ran from when he bought the property, but it actually ran from the date the deed was last recorded. Therefore, he had to apply for a subdivision license. The state approved a preliminary plot and the County approved the state’s approval so he needs to get the Town to approve, then the County. Supervisor Bagniewski moved to approve the subdivision and Platetter seconded the motion (motion passed).
• Budget Meeting: The budget meeting and town levy will be held November 19, 2007, just prior to the Town Board Meeting.
• Town Website Update: The town website is up and running and is being used by town residents.
• Road Update: Cracksealing will begin on Genos Drive; Engel Road, Baertsch Valley Rd, Guenther Road and two streets in Pinecrest Subdivision. The weight limit of Herzberg Road was discussed. This will be discussed at the next meeting, but the ties can be hauled out in the meantime using that roadway.
Announcements and Discussions:
• Announcements/Discussion Items: Supervisor Bagniewski was concerned about the fact that people would only be allowed five minutes to talk at meetings and would have to give two weeks advance notice. Clerk Engel stated that the five minute limit applied to those people who simply showed up at a meeting and wanted to give public input, without giving advance notice by way of an agenda item request. Those people who requested to be put on the agenda would not be limited to the five minute period. Clerk Engel also noted that she needed to have the notice in the paper on the Monday of the week prior to the meeting because the paper came out on Thursday (the day after the meeting). The Board was in agreement with the policy as it is stated on the website.
• Ordinances: Supervisor Bagniewski brought up the issue of outdated ordinances and would like to change them. This will be put on the Agenda for the next meeting.
Adjournment: Motion to adjourn by Supervisor Platteter and seconded by Supervisor Bagniewski. (motion passed).
