TOWN OF MILTON

TOWN MEETING

May 18, 2005

Chairperson Haeuser called the meeting to order at the Milton Town Hall at 7:25 p.m. with all board members present. Also present were six community members.

Public Comment: Chairperson Haeuser opened the floor to public comment. There was no public comment; however Chairperson Haueser stated that Tom Lettner had contacted him to let him know that community members were getting a petition together to have a left turn lane constructed into Park Street and that, if that happened, we’d have to close Lover’s Lane sooner than anticipated. Also mentioned was the fact that Mathy Construction is requested a conditional use permit for a hot mixer in Senn’s Quarry.

Bills: Bills were presented. Motion to pay bills by Supervisor Rodney Bagniewski and seconded by Supervisor Eugene Bagniewski, Jr. (motion passed).

Approval of Minutes: Clerk Engel read the minutes from the April 20, 2005 monthly meeting. Eugene Bagniewski, Jr. moved to approve the minutes as presented with a second from Rodney Bagniewski. (motion passed).

Sleepy Hollow Site: The Sleepy Hollow dump site, which was never a township sanctioned dump, is closed. Persons wishing to dump brush can contact Fountain City where brush is taken twice a month.

Board of Review Ordinance: Clerk Engel attended a Board of Review training session at which it was recommended to pass a Board of Review Ordinance authorizing alternates for the Board of Review. Warren Bechly, J.P. Plachecki and Jo Ressie have agreed to serve as alternates. Rodney Bagniewski, Jr. moved to enact such an ordinance with Eugene Bagniewski, Jr. provided a second. (motion passed).

Update on Communication with BNSF Railroad: Chairperson Haueser talked with the BNSF representative, Mike Deetz, about the railroad. In July, the railroad will be re-doing both the Indian Creek crossing and the Prairie Moon crossing. The railroad will bear all costs of re-doing the crossing except for the blacktopping for three feet on either side of the tracks and in between the tracks, which they want Milton Township to pay for. This is actually a very good deal for the township. Paul Duellman indicated that they carry the right insurance coverage and are capable of doing the job.

Announcements/Discussion Items:
• Park Street v. Park Road: Jim Conners raised the question of exactly what the road into the subdivision south of Merrick Park is named. The sign by Highway 35 says “Park Street” but signs nearer the park say Park Road. A lengthy discussion ensued. The official map was consulted and indicated that the name was Park Street. Chairperson Haueser indicated that he would check with the County to verify the name and that the appropriate signage would be placed.

• Dead-End Sign Request: Jim Conners raised a concern about people trying to sneak into Merrick Park by using the road near his house. He asked if a dead-end sign could be placed on that road—which is a public road. Discussion was had on the issue.

• Barking Dogs: Jim Conners asked about the Township’s ordinance on barking dogs. Ken says that if he gets a call about a dog running loose, that person gets a phone call from him and if he gets another call, it’s a $100 fine but the person who reports it has to go to court. He would call on barking dogs, but unless the dogs are running loose, there’s not much the Township can do about it unless they are running loose. Supervisor Rodney Bagniewski suggested that Mr. Conners call Buffalo County.

• Labor Law Signs: Supervisor Rodney Bagniewski brought up the issue of having labor law signs posted. Clerk Engel agreed to post appropriate signs in the Township Hall. It was noted that the only employees are the Town Board, all others who do work are independent contracts.

• Postings: Township postings will be at Town Hall, Snapper’s, Treasurer Krumm’s home and Clerk Engel’s home.

• Insurance Renewals: The insurance policies are set to renew soon. Clerk Engel met with the insurance representative and should have insurance quotes from him at the next meeting.

• Lover’s Lane: Discussion was had as to whether Lover’s Lane could be turned into a bike or walking trail once it was closed. Chairperson Haeuser will discuss this with the DNR representative.

Adjournment: Motion to adjourn by Supervisor Eugene Bagniewski, Jr.; second by Supervisor Rodney Bagniewski. (motion passed).
