TOWN OF MILTON
TOWN BOARD MEETING
March 19, 2008
Chairperson Haeuser called the meeting to order at the Milton Town Hall at 7:34 p.m. with all board members present, except Supervisor Rodney Bagniewski. Also present were five community members.
Bills: Bills were presented. Motion to pay bills by Supervisor Eugene Bagniewski, Jr. with a second by Chairperson Haeuser (motion passed).
Approval of Minutes: Clerk Engel had distributed the minutes from the February 20, 2008 monthly meeting prior to the meeting. Supervisor Eugene Bagniewski, Jr. moved to approve the minutes with the correction of a typographical error in which he was identified as making and seconding a motion. Chairperson Haeuser seconded the motion. (motion passed).
Unkempt Properties in Township: Following the last meeting, we consulted with Rick Stadelman of the Wisconsin Towns Association regarding our options for dealing with the property. Mr. Stadelman spoke to and wrote a letter to Chairperson Haeuser regarding those options. Clerk Engel read the letter (which is attached to these minutes). Several problems regarding the passage of a public nuisance ordinance were identified, including enforcement issues and unintended effects on many residents of the township. Chairperson Haeuser stated that Mr. Stadelman, during the phone conversation, suggested that an attempt at talking to the property owners in question. Chairperson Haeuser stated that he was going to talk to the State and put the issue on the Annual Meeting agenda. Mr. Goran indicated that he could talk to the State Health Department.
Annual Meeting: Our Annual Meeting is supposed to be held on April 8, 2008; however, the C-FC School Board is holding a meeting that night and inviting area Town Boards. Therefore, Chairperson Haeuser moved to hold our Annual Meeting on April 16, 2008, immediately after our regular Town Meeting at 7:30 p.m. Supervisor Eugene Bagniewski, Jr. seconded the motion (motion passed). A brief discussion ensued regarding the School Board meeting.
Roadwork: Chairperson Haeuser has received notification of two problems with our roadways, as follows:
1. Ernst Road: We made a motion to accept the road by the Ernst subdivision as a town road; hwoever, the State is not accepting this. When Rich Ernst applied it was a driveway for one house (according to the state) and now it’s a subdivision and there must be addition work done to the road including making it a passing lane. Chairperson Haeuser indicated that Rich Ernst will be talking to the State and, in the meantime, Paul Duellman is not to do any work on the road until the issue with the State is resolved.
2. Lutheran Home Road: The State will not approve the Lutheran Home driveway coming out on Warren Bechly’s driveway. The State wants the Town to plat the whole area to determine where the roads are going to do. The State’s recommendation was to take the road past Alfred Drive and come out on Bechly Road. The Board will need to meet with the State to determine what is to be done.
Computer: The treasurer’s computer is malfunctioning and the County recommended that it be replaced before the next tax season. Supervisor Eugene Bagniewski, Jr. moved to spend up to $500 for a replacement computer and Supervisor Rodney Bagniewski seconded the motion.
Adjournment: Motion to adjourn by Supervisor Eugene Bagniewski, Jr. and seconded by Chairperson Haeuser (motion passed).
