TOWN OF MILTON

TOWN MEETING

June 15, 2005

Chairperson Haeuser called the meeting to order at the Milton Town Hall at 7:30 p.m. with all board members present. Also present were three community members.

Public Comment: Karen Bagniewski stated that the weeds needed to be cut. Paul Duellman (who was present) stated that it will be taken care of.

Bills: Bills were presented. Motion to pay bills by Supervisor Rodney Bagniewski and seconded by Supervisor Eugene Bagniewski, Jr. (motion passed).

Approval of Minutes: Clerk Engel had distributed the minutes from the May 18, 2005 monthly meeting prior to the meeting. Supervisor Eugene Bagniewski, Jr. moved to approve the minutes as presented with a second from Supervisor Rodney Bagniewski. (motion passed).

Liquor License Applications: Clerk Engel presented the license applications received, as follows: Class B Combination – Bay’s End (Steve Altobel – Alty’s Ltd); Indian Creek Resort (Fred and Jo Krueger) and Country Store (Lance Wilson) and Class B Beer – Tri-Oval Speedway (Sue Emmons Lloyd). Clerk Engel contacted the Wisconsin Towns Association (WTA) and researched the licensing issues and determined that Class B Beer licenses and Class A Liquor License were not subject to the quota system. After Clerk Engel informed Sue Emmons Lloyd of this fact, Lloyd withdrew her request for a Class B Beer license. Clerk Engel also received communication from the Wisconsin Department of Revenue (WIDOR) indicating that a license could not be issued to Lance Wilson because he did not have a seller’s permit. Clerk Engel contacted both the WTA and WIDOR and learned that a conditional license could be approved, whereby Wilson would be allowed to reserve his license if he paid the fee. The actual liquor license could not be issued until Wilson cleared up his issues with the WIDOR and obtained a valid seller’s permit. On a motion from Supervisor Rodney Bagniewski and a second from Supervisor Eugene Bagniewski, Jr., the board approved the issuance of Class B Combination licenses to Fred and Jo Krueger and Alty’s Ltd and the grant of a conditional Class B Combination license to Lance Wilson.

Insurance: Clerk Engel reported on the insurance quotes received. She received a quote from Wausau with whom the township presently has its workers’ compensation, commercial auto, general liability umbrella and public officials insurance (which is not due for renewal until November of 2004). The cost of this insurance is $5,530.00 per year. The township presently carries property insurance through the State of Wisconsin at a cost of approximately $450 per year. Clerk Engel also received and presented an insurance quote from Badger Agency which would provide all of the above coverage, plus property insurance, through Continental Western Insurance. The cost of this insurance per year would be $5,185.00 per year. However, the limits of coverage on the auto and general liability policies with Continental Western would be two million versus three million through Wausau. Discussion ensued regarding exactly what was being covered and whether the limits of coverage were appropriate. Supervisor Rodney Bagniewski moved that Clerk Engel contact the Wisconsin Towns Association and obtain a recommendation regarding the type and amount of coverages needed and then make a recommendation to the board, to be acted upon by the board at a later date. Supervisor Eugene Bagniewski seconded the motion (motion passed).

Announcements/Discussion Items:
• Road Rating System: Clerk Engel received communication from the state regarding a road rating system. Chairperson Haueser indicated that Buffalo County was responsible for that job.

• Bridge by Byron Hoch: The bridge by the Byron Hoch residence (which failed inspection last year) is eligible for state-funded replacement. The estimated cost of replacement is $200,000, of which the township would be required to pay 10%. The township would have to raise $20,000.00 by next year in order to do this. Motion to approve the township funding of its portion of the bridge replacement was made by Supervisor Rodney Bagniewski and seconded by Supervisor Eugene Bagniewski, Jr. (motion passed)

• Lover’s Lane: Chairperson Haeuser reported that the DOT is reluctant to construct a left turn lane into Park Street; however, assistance is being solicited from the local state legislators. The DOT was informed by letter that the Town would close Lover’s Lane immediately to facilitate construction of a turn lane. Because no bridge inspection will be done for another two years, the township could leave Lover’s Lane open or possibly turn it into a walking lane. If it were closed, the Town should apply to the state for assistance in removing the bridges. The current owner, Bob Cisewski, would be willing to take over the road immediately—the advantage to the Town being that Cisewski would be responsible for bridge removal if that was necessary.

• Other Roadway Issues: Discussion was had regarding the dangerous condition of the Ressie entrance to Highway 35. Discussion was also had regarding the repair of the railroad tracks.
