TOWN OF MILTON
TOWN MEETING
July 20, 2005
Chairperson Haeuser called the meeting to order at the Milton Town Hall at 7:30 p.m. with all board members present. Also present were eight community members.
Public Comment:
• Indian Creek Weeds: Steve Altobell described a problem that has occurred in the Indian Creek shoreline area with the weeds filling in the bar area such that it is extremely difficult to get in and out of the area with a boat. Some landowners have lost their frontage and cannot use their boats. This affects the businesses of Bays End and Indian Creek Resort and all private landowners in between. Mr. Altobell has already spoken with the Department of Natural Resources and done some checking into possible dredging or weedcutting. He and his neighbors are thinking about forming an association, so they can get a weedcutting permit and/or apply for grants. Chairperson Haueser encouraged the group to work with the Department of Natural Resources and suggested getting state representatives involved. The Town Board was receptive to the idea of maintaining the existing recreational uses for the affected area. Since Todd Mau of Buffalo County is going to be at Bays End on Tuesday, July 26, 2005 at 10:30 a.m., Chairperson Haueser indicated that one or more members of the Board will be present to gather further information and insight.
• Fountain City Lions Festival Fireworks: July Piel representing the fireworks committee for the Fountain City Fall Festival asked for a donation. Supervisor Rodney Bagniewski moved to donate $100 and Supervisor Eugene Bagniewski, Jr., provided a second. (motion passed)
Bills: Bills were presented. Motion to pay bills by Supervisor Eugene Bagniewski, Jr. and seconded by Supervisor Rodney Bagniewski. (motion passed).
Approval of Minutes: Clerk Engel had distributed the minutes from the June 15, 2005 monthly and June 29, 2005 insurance meeting prior to the meeting. Supervisor Eugene Bagniewski, Jr. moved to approve the minutes as presented with a second from Supervisor Rodney Bagniewski. (motion passed).
Official Newspaper Designation: Clerk Engel advised that she had been informed by the WTA that it required an action of the Town Board to designate an official newspaper. Therefore, the designation of the Recorder as the official newspaper at the Annual Town Meeting was not a valid designation. However, the WTA recommends that townships not designate an official newspaper so its fine. Notices will continue to be published in the Recorder, as circumstances allow, but if there is a need for an emergency meeting and notice cannot be published, the meeting can still be held.
Insurance: Clerk Engel presented a letter from Steve Berger of Rural Mutual where he indicated that he had misquoted the cost for the property insurance. The actual cost of the property insurance was about $2000 more than originally quoted. The cost for the same insurance with the Government Property Fund was approximately $488.00. Clerk Engel contacted the Government Property Fund and the representative indicated that we could continue our insurance with the Fund. Eugene Bagniewski, Jr. moved to continue with the Government Property Fund for property insurance rather than purchase it from Rural Mutual. Rodney Bagniewski seconded the motion. (motion passed).
Announcements/Discussion Items:
• Prairie Moon Museum: The Kohler Foundation provided $6,000.00 to Prarie Moon which will be used to paint the statutes.
• Road Signs: Paul Duellman (who was present) will take care of getting signs put up in the Ernst addition.
Adjournment: Motion to adjourn by Supervisor Eugene Bagniewski, Jr.; second by Supervisor Rodney Bagniewski (motion passed).
Meeting adjourned 8:10 pm.
