TOWN OF MILTON
TOWN BOARD MEETING
July 16, 2008
Chairperson Haeuser called the meeting to order at the Milton Town Hall at 7:25 p.m. with all board members present except Supervisor Bob Platteter. Also present were eight community members.
Bills: Bills were presented. Motion to pay bills by Supervisor Bagniewski a second by Chairperson Haeuser. (motion passed).
Approval of Minutes: Clerk Engel had distributed the minutes from the June 18, 2008 monthly meeting and June 30, 2008 special meeting prior to the meeting. Supervisor Bagniewski moved to approve the minutes and Chairperson Haeuser seconded the motion (motion passed).
Alcohol Licenses: Clerk Engel reported that she received an application for a conditional liquor license from Lance Wilson, who does not possess a valid seller’s permit. Chairperson Haeuser moved to approve a conditional liquor license for Lance Wilson, conditioned on him receiving a valid seller’s permit. Chairperson Bagniewski seconded the motion (motion passed).
Garbage Hauling: As a follow-up to the June meeting discussion about garbage hauling and to avoid an interruption in service or drastically increased cost of service, Chairperson Haeuser contracted with the Cyrus garbage hauling company for a dumpster at Snapper’s. The bid for this was $171.00 per month and Cyrus agreed to empty the container as needed (an 8 yard container). No special bags need to be used to place garbage in the container for disposal. The cost of this container will be shared with the Town of Cross, just as the waste management container was. Waste Management will continue to provide curbside pickup as it has in the past but township residents will need to purchase garbage bags at Fountain City. Jeff Duellman asked if he could place his racetrack garbage in the dumpster and Chairperson Haeuser told him that he could not, because his was a commercial business, not residential. Chairperson Haeuser moved to ratify this contract with Cyrus and Supervisor Bagniewski seconded the motion (motion passed). Clerk Engel will ensure that news of this change will be published.
Roadwork:
• Cracksealing: We received a bid for the cracksealing work on various town roads from Allied. The total bid was $8,567, but that included Herzberg Road which does not need cracksealing due to recent damage caused by the county. Supervisor Bagniewski moved to accept the bid with the modification that Herzberg Road would not be cracksealed. Chairperson Haeuser seconded the motion (motion passed).
• Herzberg Road: When the county hauled gravel to the Town of Waumandee, they used single axle trucks and damages Herzberg Road in several locations. Chairperson Haeuser has had several discussions with county officials and is attempting to get the County to gravel and blacktop the spots that need fixing, after the township (Paul Duellman) has dug up the spots. He will continue his discussions.
• Mowing: David Herzberg questions why only one swathe is being done while mowing. Last year there were complaints expressed about the double mowing—with a side and back mower—because a strip was left. Paul Duellman explained that he is doing one swathe because of the issues last year and because of the mowers that he owns. Chairperson Haeuser noted that the town needs to watch expenses and that it is impossible to make everyone happy.
• Plowing: Although we have had an agreement in the past with the Town of Cross regarding shared duties on Engel and Baertsch Roads, from now on our township will only plow those portions of the roadways which are within the Town of Milton.
Public Comment: Jeff Duellman expressed concern about toys (like basketball hoops) being left on town roadways which made it difficult for him to turn his truck/trailer around. He wanted to know who would be responsible if he ran over the toys (which he had to move). Chairperson Haeuser noted that it was the responsibility of the people on the road and that he would talk to those people. Jeff Duellman also noted that the campground zoning change passed and there was another meeting scheduled to discuss conditions.
Adjournment: Motion to adjourn by Supervisor Bagniewski and seconded by Chairperson Haeuser. (motion passed).
