TOWN OF MILTON
TOWN BOARD MEETING
January 21, 2009
Chairperson Haeuser called the meeting to order at the Milton Town Hall at 7:30 p.m. with all board members present, except Supervisor Robert Plattetter. Also present were 21 community members.
Public Comment: Dick Gordon asked to be heard about snowplowing.
Bills: Bills were presented. Motion to pay remaining bills by Supervisor Bagneiwski; seconded by Chairperson Haeuser. (motion passed).
Approval of Minutes: Clerk Engel had posted on the website the minutes from the December 17, 2008 monthly meeting prior to the meeting. Supervisor Bagniewski moved to approve the minutes and Chairperson Haeuser seconded the motion (motion passed).
Roadwork/Snowplowing: The bridge report was received from the County and given to Paul Duellman to review.
Public Comment: Dick Gordon returned to give an update on his snowplowing issue, reported at the December meeting. He did as recommended and put up stakes and complimented Paul and Louis Duellman on the wonderful job they have been doing on that stretch of road since that time. Louis Duellman thanked him for the compliment.
Review of Ordinances: Supervisor Bagniewski moved to table any discussion of Ordinance #2 until next meeting. Chairperson Haeuser seconded the motion (motion passed).
Solid Waste Ordinance: Chairperson Haeuser described the problem that we have been having with the garbage dumpsters at Snappers since lifting the requirement that all garbage be placed in Waste Management bags. People have been abusing the dumpster privileges. Non-residents have been dumping garbage; recyclables and other non-garbage materials have been left; and not all garbage is bagged. The Town is not obligated to provide a garbage service, so if the abuse continues, the dumpster may be removed completely. Since the Town of Cross shares in the cost of our dumpster, a meeting was held with the Town of Cross regarding possible solutions. The Town of Cross approved a solution that would call for the dumpsters to be moved to Snapper’s shop; to be locked dumpsters with Snapper in charge of the key; to have a $.50 tipping fee per load paid to Snapper; to require all garbage to be bagged and all recyclables to be recycled and to impose a fine for non-residents attempting to dump. Regardless of the solution, there will still be curbside pickup where it is already offered, but that garbage needs to be in the marked bags. Other suggestions included leaving the dumpsters at the Town Hall. Francis Burt suggested sending out a recyclable flyer with tax bills. Clerk Engel had obtained recyclable brochures and distributed them to those present at the meeting. Brochures would also be available at Snappers. Supervisor Bagniewski moved to endorse the proposed solution from the Town of Cross and Chairperson Haeuser seconded the motion (motion passed). A notice will be placed in the C-FC Recorder.
Announcements/Discussion Items:
• Malotke/Bechly Land: Jim Bechly, son of Ralph Bechly, wrote a letter to the Township indicating his belief that the Town needed to take action on the fence of Bruce Malotke, which he feels is infringing on the road right-of-way. The history of the issue is that Mr. Bechly sold a parcel of land to Fred Krueger and feels that the fence interferes with Mr. Krueger’s access to his property. The road in question is a dedicated town road. Chairperson Haeuser moved to have the Clerk draft a letter to Mr. Bechly, indicating that the Board does not feel this is a town issue. Supervisor Bagniewski seconded the motion.
