TOWN OF MILTON

TOWN BOARD MEETING

January 16, 2008

Chairperson Haeuser called the meeting to order at the Milton Town Hall at 7:32 p.m. with all board members present. Also present were twelve community members.

Public Input Requests: Christie/Dan Foley, Jim Miller, Dick Gordon, David Herzberg, Brian Killian, Jackie Killian, Rich Bagniewski requested to speak for public input.

Bills: Bills were presented. Motion to pay bills by Supervisor Eugene Bagniewski, Jr. and seconded by Supervisor Rodney Bagniewski, Jr. (motion passed).

Approval of Minutes: Clerk Engel had distributed the minutes from the December 19, 2007 monthly meeting prior to the meeting. Supervisor Rodney Bagniewski moved to approve the minutes with a second from Supervisor Eugene Bagniewski, Jr. (motion passed).

Roadwork: We have to close Lover’s Lane for the winter if we do not plow the road due to the bridge. Supervisor Rodney Bagniewski moved to close Lover’s Lane for the winter and Supervisor Eugene Bagniewski, Jr. seconded the motion.

Public Input:

• Dan Foley: Mr. Foley had an issue with his assessment. He states that the assessor left one note and they did not connect again. The assessor did not go through their house and their house is overvalued. Chairperson Haeuser stated that it is now too late to change the assessment for this year but the assessor said that there was a way to go through the state which would be a lot of paperwork. Otherwise, the assessor could lower the taxes for next year and they’d pay taxes to make up the difference for what they overpaid this year. Then, the following year, it would be increased to what it should be. The assessor is going to contact Chairperson Haeuser and the Foleys to do a reassessment at the end of January.

• Jim Miller: Mr. Miller feels that his property was overvalued, too. His taxes went from $2,090 to $2,830 this year. He feels his situation is the same as Dan Foley’s. Chairperson Haeuser stated that the there are two factors at work (1) a reassessment of the township and (2) the township share of the taxes is minimal. Mr. Miller says that he takes care of his place and he could not sell his house today for what he paid for it. Chairperson Haeuser asked how long he thought his house would be on the market at $180,000.00 and Mr. Miller stated that was not a fair question. Chairperson Haeuser stated that he has to come to the Board of Review to contest his taxes and talk to the assessor. Mr. Miller feels that there needs to be a way to cut spending. Clerk Engel stated that the Town tax levy is among the lowest in the state. Chairperson Haeuser invited Mr. Miller to run for office.

• David Herzberg: He says he has a family farm and feels that the amount of his taxes won’t allow him to pass it to the next generation. Mr. Herzberg asks when taxes are going to end and feels that he is wasting his time at this meeting because we can’t do anything. The Board responded by stating that our portion of the taxes is small and that, as a Town Board, there is nothing we can do to affect that portion of the taxes out of his control. Chairperson Haeuser stated that, insofar as farms are concerned, it is the new houses that is getting hit. He invited Mr. Herzberg to run for office too.

• Dick Gordon: Mr. Gordon wanted to know if the township could get involved with Fountain City railroad to eliminate the train whistle. Chairperson Haeuser appointed Mr. Gordon as the head of the Train Whistle Committee and directed him to take two other people with him to meetings on the issue in Fountain City. Mr. Gordon accepted the appointment and agreed to come back to the meeting to report his findings.

• Snowplowing/Road Maintenance:. Mr. Gordon also has a concern about his plowing in that he wants his road plowed an additional foot. Paul Duellman stated that he could certainly do that. Jackie Killian expressed concern that people have noticed the plowers stopping and talking with neighbors, etc. for extended periods of time when they are supposed to be plowing. She did not realize that it was billed by the hour. Paul Duellman stated that he is open to come and ride along with them on the plowing. He also states that he is not billing for the time that he is not working. David Herzberg expressed concerns about cornstalks on his roadway and other road maintenance issues. Paul Duellman invited him to ride along with him on his route, but Mr. Herzberg stated that he could not do so because of his cows and felt that it was the Board’s responsibility to take over milking for him so he could ride along. Rodney Bagniewski stated that if there is a complaint with the roads, they should call the Duellmans. Rich Bagniewski felt it was not a good idea to cut weeds in November and was not a good use of funds. Chairperson Haeuser states that he takes full responsibility for that issue because he did not tell the Duellmans to take care of the weeds.

Adjournment: Motion to adjourn by Supervisor Rodney Bagniewski; second by Supervisor Eugene Bagniewski, Jr.. (motion passed).
