TOWN OF MILTON
TOWN BOARD MEETING
February 18, 2009
Chairperson Haeuser called the meeting to order at the Milton Town Hall at 7:30 p.m. with all board members present. Also present were 6 community members.
Bills: Bills were presented. Motion to pay remaining bills by Supervisor Platteter; seconded by Eugene Bagniewski (motion passed).
Approval of Minutes: Clerk Engel had posted on the website the minutes from the January 21, 2009 monthly meeting prior to the meeting. Supervisor Bagniewski moved to approve the minutes and Supervisor Platteter seconded the motion (motion passed).
Roadwork/Snowplowing:
• Lover’s Lane: Chairperson Haeuser got a call for DOT indicating that Lover’s Lane had not been plowed the last two years and it needs to be plowed in order to receive transportation funding for that mileage. The new board will have to make a decision to close Lover’s Lane or continue to plow it.
• Engfer Property Across from Prairie Moon: Supervisor Bagniewski, Jr. also got a call from Ralph Blum who was upset about snowplowing and some posts that were missing. Supervisor Bagniewski indicated that he viewed the roadway and it was plowed approximately one car length off the roadway, which appeared appropriate. Ralph Blum does not own the property and the owner apparently has no complaints about the plowing.
• Road to Fred Krueger’s Property (Hickory Lane?): The road location has been determined. Since the town owns the roadway, it will have to put crushed rock on the roadway (which is acceptable to Fred Krueger). The issue of the Bruce Malotke’s fence and whether it has to be moved is an issue left to the adjoining landowners.
Ordinance #2 Discussion: Discussion was had on Ordinance #2. Clerk Engel had contacted the Wisconsin Towns Association and they indicated that the Town can require all roads to be blacktopped before being accepted by the Township. Motion by Supervisor Platteter, second by Supervisor Bagniewski, Jr. to repeal existing Subdivision 4.B and replace it with the following language “The Roadway bed must be blacktopped.” (motion passed).
Ordinance #7 Discussion: Discussion was had on Ordinance #7. The Ordinance was deemed to be obsolete. Supervisor Bagniewski moved to repeal the ordinance and Supervisor Platteter seconded the motion (motion passed).
Update on Garbage Issue: Chairperson Haeuser indicated that the garbage dumpster is working out well and Snapper is doing a good job of verifying the residency of those wishing to use it. Supervisor Bagniewski modified the signage at the old location. Because of the success of the new system, the Town will be able to cut back on the size of the dumpster, thereby reducing costs to the Town.
Treasurer/Clerk Bonding: The bonding company that presently carries the bond for the treasurer and clerk is exiting the business of bonds. Clerk Engel will make application to two different companies for bond quotes and present the quotes at a future meeting.
CFC FFA Spring Community Service Project: Clerk Engel has been in contact with Chris Jumbeck, supervisor of the C-FC FFA Program. The FFA is interested in cleaning up the inside/outside of the Town Hall as a Community Service Project and would donate the labor but would want the Town to provide supplies, which was acceptable to the Board. Clerk Engel will coordinate with Chris Jumbeck, should the FFA choose to pursue this project, and will verify that the Town’s liability policy and/or the FFA insurance would afford coverage for a loss.
Publication of Notices: Clerk Engel reported on a recent issue with respect to errors in publication of notices, as well as on the increasing costs of publication. She noted that the Town posted notices on the website as well as 4 public locations in the Township (including the Town Hall) and that publication in the newspaper was not statutorily required for most notices. Future notices will be published in the paper only if statutorily required.
Liquor License: Mississippi Thunder made application for a beer license, but it was not received in time for consideration by the Town Board at the February meeting. It will be addressed at the March meeting. Clerk Engel encouraged Bob Timm to be present at the meeting.
