TOWN OF MILTON
TOWN BOARD MEETING
August 18, 2009
Chairperson Platteter called the meeting to order at the Milton Town Hall at 7:30 p.m. with all board members present. Also present were 5 community members.
Informal Public Comment: None.
Bills: Bills were presented. Motion to pay remaining bills by Supervisor Bagniewski, Jr.; seconded by Supervisor Dienger (motion passed).
Approval of Minutes: Clerk Engel had posted on the website in advance the minutes from the July 15, 2009 monthly meeting prior to the meeting. Supervisor Dienger moved to approve the minutes and Supervisor Bagniewski seconded the motion (motion passed).
Other Business:
• Neighborhood Electric Vehicles: Jim Thompson from the Wisconsin State Park System requested that the township pass an ordinance which would allow neighborhood electric vehicles to operate on roadways in Merrick Park. These vehicles are electric powered, with a maximum speed of 25 miles per hour and cannot be operated on roads with a speed limit greater than 35 miles per hour, nor across state highways. The Board questioned whether it had jurisdiction over roadways in the park and whether it was necessary for the township to pass an ordinance if there was no jurisdiction. Lack of jurisdiction would also raise a question about enforcement of the ordinance. Mr. Thompson will look into this issue and report back to Clerk Engel.
• Town Hall Floor: Rusty Gibbons has been doing military training and has not yet started on the chimney. He will do so shortly. He will be removing the chimney at a rate of $25/hour and will provide us with a bid for fixing the floor and doing the cement.
• Fire Protection Ordinance: Clerk Engel reported on the billing procedures of the Fountain City Fire Department. At present, the Department is billing private individuals/entities only for limited items, such as railroad calls. They do keep track of man hours and other statistics on the incident report, but do not request information about insurance. The four municipalities (Fountain City, Cross, Buffalo and Milton) are billed on a yearly basis. Discussion was had on the cost effectiveness of passing and ordinance and billing from the Township versus requesting the Fire Department to bill, possibly paying an additional fee for the service but then benefitting from any fire fees which are collected from insurance. Chairperson Platteter will make inquire of the Fire Department officers. This Ordinance will remain on the agenda for next meeting. The next ordinance will also be reviewed at that time.
• Road Maintenance: Paul Duellman will spend no more than a day cleaning the culverts/repairing ditches on Schlawin Road. He will also check on what can be done for the holes in Waumandee Creek Road. Crackfilling has not yet begun so Chairperson Platteter will contact Allied Blacktop tomorrow to ask about the repair schedule. Supervisor Dienger reported on the TRIP Program that he attended recently. The Town will be getting TRIP application shortly and stands a good chance of receiving funding since it has been several years since we have done so. The project that would be used for a TRIP application is Waumandee Creek Road, from Lover’s Lane to Highway 35. The application is due this year, but the work does not need to be completed until 2010-2011.
• Lovers Lane: Chairperson Platteter obtained a legal description and will take that to Attorney Chambers along with the certified mileage (which Clerk Engel will provide to him).
• Polling Place Accessibility: The State Elections Board has made grant funding available for polling place accessibility issues. The Town will be applying for handicap accessible signage, a wireless doorbell and a door threshold.
• Badger Road: The County has requested that the area of Badger Road near Bruce Malotke be changed. This will be included on next month’s agenda.
Adjournment: Motion to adjourn by Supervisor Dienger and seconded by Supervisor Bagniewski. (motion passed).
