TOWN BOARD MEETING
April 15, 2009

Chairperson Platteter called the meeting to order at the Milton Town Hall at 7:45 p.m. with all board members present. Also present were 17 community members.

Taking of Oaths of Office: Clerk Engel administered an oral oath of office to all newly elected officers: Robert Platteter (Chairperson); Kevin Dienger and Eugene Bagniewski, Jr. (Supervisors); Jane Baures (Treasurer) and Kalene Engel (Clerk). All officers also completed a written oath.

Informal Public Comment:: None.

Bills: Bills were presented. Motion to pay remaining bills by Supervisor Bagniewski, Jr.; seconded by Supervisor Dienger (motion passed).

Approval of Minutes: Clerk Engel had posted on the website and distributed to the Board in advance the minutes from the March 18, 2009 monthly meeting prior to the meeting. Supervisor Dienger moved to approve the minutes and Supervisor Bagniewski seconded the motion (motion passed).

Other Business:
• Town Official’s Workshops: Clerk Engel distributed flyers on various Town Official’s Workshops being offered in the state. She requested that someone attend a Board of Review Training prior to the Board of Review. Chairperson Platteter will attend the training. The Town pays for the registration fee and mileage for the seminars.
• Board of Review Date: Available dates for the Board of Review are 5/12, 5/13 or 5/14. On a motion by Supervisor Bagniewski and second by Kevin Dienger, the date and time for the Board of Review were set for Wednesday, May 13, 2009 from 7:00 p.m. until 9:00 p.m. The Open Book period will take place immediately before the Board of Review—from 5:00 p.m. until 7:00 p.m.
• License Fees: Clerk Engel recited that current fees for alcohol, beer, operator’s and cigarette licenses. Supervisor Dienger made a motion to leave the license fees at the current level. Supervisor Bagniewski seconded the motion (motion passed).
• Election Worker Compensation: Clerk Engel recited the current wages for election workers ($8/hour plus $5 mileage plus $10 extra per day/shift for the Chief Inspector). She noted that the rates had been set at that level for several years. Supervisor Bagniewski moved to raise the election worker’s compensation to $9.00 per hour plus mileage plus $10 extra for the Chief Inspector. Supervisor Dienger seconded the motion (motion passed).
• Town Hall Cleanup: Clerk Engel highlighted the work that was performed by the C-FC FFA during the Town Hall Clean-Up Day on April 13, 2009. This work included scrubbing down and pressure washing the siding; trimming/cutting the grass and removing all clippings; scraping and painting the entryway and water pump; painting the sign post; sweeping in the parking lot and thoroughly cleaning the inside of the Town Hall. She noted that the FFA did not expect compensation for its work, nor reimbursement for the supplies used because the work was done as a Community Service Project. Discussion was had on the issue and it was noted that, although the FFA did not expect compensation, given the value received by them and money spent by them on supplies, it was appropriate to give them something. Supervisor Bagniewski moved to donate $250 to the C-FC FFA and Supervisor Dienger seconded the motion. (motion passed).
• Public Posting Location: Because Sandy Isakson has retired, there is a need for a fourth public posting location for the Town (in addition to the Town Hall, Snapper’s, and Clerk Engel’s home). Bob Platteter will install a post near his home for this purpose.
• Ordinance #3: Chairperson Platteter received input from the Fountain City Fire Department regarding potential revisions to Ordinance #3. Because the rates have increased (and continue to change), the Department suggested modifying the Ordinance to refer to current rates. Chairperson Platteter will formulate some proposed language for the Ordinance and this will be addressed at the May meeting.
• Hazard Mitigation Plan: Clerk Engel explained that the County was seeking a resolution from the Town for the purpose of adopting the Hazard Mitigation Plan. The Town had participated in this plan by attending classes and completing a survey. On a motion by Supervisor Bagniewski and seconded by Supervisor Dienger, the Board voted to approve the resolution (motion passed).
• Census Bureau Complete Count: Clerk Engel had received correspondence from the Census Bureau, asking for the cooperation of the Town Board in ensuring that residents completed the census. On a motion by Supervisor Bagniewski and a second by Chairperson Platteter, Supervisor Dienger was directed to review the materials and determine what the Town was expected to do.
• Garbage Dumpster: The current garbage dumpster situation is unacceptable to Snapper because the effort involved in opening the dumpster and ensuring the residency of those wishing to dump is more than the tipping fees he has collected. He would like to have the hours limited to Saturday mornings from 8:00 a.m. to noon and the fee increased to $1.00/bag. Kenny Haeuser noted that Fountain City charges $3.00 per bag. Supervisor Bagniewski noted that the Town is not in the dumpster business and provides the dumpster as a convenience. He also noted that it would not be any more trouble to open the dumpster for several bags as opposed to just one. He was in favor of an increased fee per dump, not per bag. Chairperson Platteter inquired as to whether the Town of Cross needed to be consulted and Kenny Haeuser noted that they are fine with whatever we decide. It was noted that a per bag charge might cause more people to thinka bout what they are throwing away and to recycle more. The bag size would be up to the individual, but they would have to be able to lift it into the dumpster. Kevin Dienger moved to change the garbage dumpster policy to provide for hours on Saturday mornings from 8:00 a.m. to noon and a $1.00 per bag fee. Bob Platteter seconded the motion. (motion based).
