TOWN OF MILTON

ANNUAL MEETING

April 15, 2009

Chairperson Haeuser called the meeting to order at the Milton Town Hall at 7:00 p.m. with 22 residents and five guests present. One additional resident arrived prior to the end of the meeting.

Meeting Format: At the request of Chairperson Haeuser, Clerk Engel described the Annual Meeting format, as follows: The Town Chairperson chairs the meeting while the Town Clerk acts as clerk. Anything can be discussed at a town meeting, but the town itself has limited direct powers—such as the power to levy taxes. The town can also authorize, but not require, that the Town Board act a certain way.

Elector’s Input on Agenda Items: Warren Bechly inquired about setting salaries of town officers and when salaries were changed. Clerk Engel informed him that the salaries were set at a properly noticed Town Meeting in November, at the same time that the budget was set. She stated that the salaries were in effect for the newly elected officials for the 2009-2011 term and that the Wisconsin Town’s Association had been consulted, and affirmed, the fact that the salaries for these officials were set for that term. Chairperson Haeuser noted that the reason this was being brought up is because of the increase in the clerk's salary. Mr. Bechly was unaware of this change and noted that more people might have run for the position if they were aware of the salary. Several town residents provided input on the level of work required by the position, the quality of work performed by the current clerk, the fact that one should not run for office based solely upon the amount of salary and the fact that if one wants to keep informed of the happenings in the township, one should read attend the meetings and/or read the minutes.

Approval of Minutes: Clerk Engel read the minutes of the April 16, 2008 Annual Town Meeting. Chairperson Haeuser noted that the township was not able to complete the pothole and crackfilling that was referenced in the minutes. Bev Engel moved to approve the minutes; Jane Baures seconded the motion. By a show of hands, the motion carried unanimously (22-0).

Financial Report: The 2008 Financial Report was distributed prior to the meeting. Chairperson Haeuser noted that we are one of the only townships in the County that is not broke. He also noted that our township has the 145th lowest tax levy of the townships in Wisconsin. Eugene Bagniewski, Sr. moved to approve the Financial Report. Kevin Dienger seconded the motion. By a show of hands, the motion carried unanimously (22-0).

2008 Year in Review:
• Website: The Town of Milton’s website is located at www.townofmiltonwi.com. Many things, including agendas, minutes and financial reports are located on the website.
• Garbage Update: There will be a change in the handling of garbage in the township, but that change will come from the new board.
• Road Report: Last year the Town finished the replacement of the bridge by Byron Hoch. In his Chairperson Haeuser’s time in office, the Township has replaced all of the bridges in the Township.
• Racetrack Update: The new owner of the racetrack was at the last meeting and seemed willing to work with the residents on racetrack issues.
• Election Update: Clerk Engel reported on the many elections that had occurred during the last year, stating that she was thankful for the good election workers.
• Prairie Moon Update: Chairperson Haeuser noted that, while the Town owned the Prairie Moon, the Friends of the Prairie Moon Museum took care of the maintenance. He suggests that the Town have a representative of the Prairie Moon Board and offered to serve as that representative.
• Review of Town Ordinances: Every meeting the Town is reviewing an ordinance to determine whether it needs to be revised or replaced.
• Town Hall Clean-Up Project: The C-FC FFA spent several hours on April 13, 2009 cleaning the inside and outside of the Town Hall. They did a great job and we are thankful for their help in sprucing up the Hall and grounds.

Discussion of License Fees: Discussion was had on the current liquor, operator’s and cigarette license fees. The general feeling was that the current fees are appropriate. No advisory motions were made or passed.

Discussion of Election Worker Compensation: Discussion was had on the current election worker wage rate. No advisory motions were made or passed.

Clerk Engel presented Chairperson Haeuser with a thank you card signed by many town residents and small gift from the outgoing Board. He was thanked by those present for his many years of dedicated service to the Town of Milton.

Next Annual Meeting Date: Kevin Dienger moved to set the next annual meeting date for the third Wednesday of April, prior to the regular Board meeting. Bob Platteter seconded the motion. The motion passed unanimously (23-0).

Adjournment: A motion to adjourn was made by Eugene Bagniewski, Sr. and seconded by Jane Baures. The motion passed unanimously (23-0).
